Overview

The Millennium Challenge Compact, Governance Agreement, Procurement Guidelines and Disbursement Agreement are the four main documents by which MCA-Armenia SNCO is guided.
The MCA-Armenia Compact was signed on March 27, 2006, while the other Agreements were signed on September 29, 2006, which, in its turn, was a condition precedent for the Program's entry into force.
The Proposal developed by the Republic of Armenia preceded the signing of the Compact, based on which the Compact was prepared.

Implementation letters or Supplementary agreements regulate changes to the program.
In addition to the above-mentioned documents, there are also the governing rules/principles of the American side, which are related to finance or procurement, and are mandatory for the countries implementing the MCA programs. The RA legislation is also subject to mandatory compliance, provided that the latter does not contradict the Compact, since according to Armenian constitution ratified international agreements prevail over domestic legislation.
