Monitoring and evaluation

One of the major features of MCC's concept of development is its results-based approach. As all the other MCC-funded Programs, MCA-Armenia Monitoring and Evaluation (M&E) System is developed to track the program results starting from processes and outputs at the beginning of the Compact and continuing to track high-level outcomes and impacts and more specifically evaluate how MCA-Armenia activities have affected poverty and economic growth in rural areas.

Another important aspect of MCC and MCA-Armenia M&E work is helping the program to define its beneficiaries and beneficiary groups through the Beneficiary Analysis. MCC-funded Compacts usually use the Beneficiary Analysis to estimate the impact of MCC-funded projects on the poor. In addition, the Beneficiary Analysis helps to determine the project impact on populations of particular interest.


MCA-Armenia Monitoring and Evaluation Activities are carried out in accordance with the Monitoring and Evaluation (M&E) Plan which has been developed at Compact development stage and has been revised several times to reflect changes during the implementation.

MCA-Armenia Monitoring and Evaluation activities can be categorized into three groups:

(a) monitoring;
(b) evaluation; and
(c) special studies and research.
