Presentation of the findings of the final evaluation of the MCA-Armenia water-to-market (WTM) activity (01/06/2012)

On May 22, 2012 Foreign Financing Projects Management Center (FFPMC) of the Ministry of Finance of Armenia, the MCA-Armenia legal successor, presented the findings of the final evaluation of the Water-to-Market (WtM) Activity under the MCA-Armenia Compact.

The primary data source for the evaluation of the WtM Activity is an original survey of farming households, the Farming Practices Survey (FPS). The impact evaluation design and data analysis were done by a Princeton based research organization, Mathematica Policy Research. To complement the analysis, data from other surveys commissioned by MCA-Armenia, namely, Enterprise Adoption Survey (EAS) and Water User Associations and Water Users Survey (WUA & WU) were used; MCA-Armenia administrative and other reports were analyzed, as well as in-person interviews with MCA-Armenia staff and WtM Activity implementers/consultants were conducted.

Key findings of Training, Credit, Post-harvest Processing and Marketing (PPM) as well as Institutional Strengthening of Water Management Entities (ISSA) sub activities of the WtM Activity were presented by MPR experts. During the presentation WtM Activity evaluation findings were discussed with a focus on the following key topics: farmers using improved OFWM and HVA techniques; hectares under high value crops; household income/consumption; credit borrower characteristics; enterprises using improved practices; irrigation service fee collection and cost recovery of Water User Associations.
