MCC or MCA-Armenia may request ad hoc evaluations or special studies of Projects, Project Activities or the Program as a whole prior to the expiration of the Compact Term to be conducted by an outside entity contracted in compliance with the Procurement Agreement. Currently a number of such studies/evaluations have been initiated /conducted, and include the following:
1. Agricultural Data Assessment to compare and contrast different sources of agricultural data so as to inform MCA-Armenia of the baseline state of the agricultural sector.
2. Qualitative Process Analyses to complement the impact evaluation being conducted by another independent consultant. The process analyses documents the MCA-Armenia programmatic interventions, assess how they were implemented, and identify the strengths and weaknesses of the project/activity design and implementation.
3. Update of Poverty Projections to inform MCA-Armenia as to how the changes in the scope of the Program and the revised calculations of the Economic Rate of Returns influence the anticipated program benefits and rural poverty/income indicator targets.
In addition to its regular monitoring and evaluation activities, MCA - Armenia contributes to the overall development of research and statistical capacity in Armenia. Several contractors and implementers of MCA-Armenia are local research companies. In addition, whenever MCA has an international consultant visiting, in cooperation with such organizations as Caucasus Research Resource Center, we try to organize a presentation on a new approach or methodology for the Armenian research community. MCA-Armenia also helps to build the capacity of the National Statistical Service of Armenia (NSS) through introducing new methodology such as Raking. Finally, we work with the NSS to make some of its data publically available for general use and research community.
