of the Meeting of Governing Council of Millennium Challenge Account - Armenia held on December 25, 2006

The session was chaired by H.E. Andranik Margaryan, The Prime Minister of the Republic of Armenia and the Chairman of the MCA-Armenia Governing Council.

Agenda:

1. Discussion and approval of Contract for Consulting Services /"Project Management Advisor for Irrigation PIU "/ between MCA-Armenia SNCO and Salem Gafsi /International Consultant/.
2. Discussion and approval of Implementing Entity Agreement between MCA-Armenia SNCO and the National Statistical Service of RA.
3. Discussion and approval of evaluation report of technical proposals for Environmental / Hydrological Baseline Study of the Wetlands in Ararat Valley.
4. Discussion and approval of shortlist and RFP for Final Design and Construction Supervision of 6 Gravity Schemes.
5. Discussion and approval of the MCC II Disbursement Request, with the RRRP, Irrigation, WtM and M&E work and financial plans as well as the Procurement Plan.
6. Other issues.

Resolutions:

As to the 1st item on the Agenda, to approve the Contract for Consulting Services /"Project Management Advisor for Irrigation PIU "/ between MCA-Armenia SNCO and Dr. Salem Gafsi /International Consultant/
As to the 2nd item on the Agenda, to approve Implementing Entity Agreement between MCA-Armenia SNCO and the National Statistical Service of RA.
As to the 3rd item on the Agenda, to approve the Evaluation report of technical proposals for Environmental / Hydrological Baseline Study of the Wetlands in Ararat Valley.
As to the 4th item on the Agenda, to approve the shortlist and RFP for Final Design and Construction Supervision of 6 Gravity Schemes.
As to the 5th item on the Agenda, to approve the MCC II Disbursement Request, with the RRRP, Irrigation, WtM and M&E work and financial plans as well as the Procurement Plan.
Under the Other Issues, the MCA-Armenia CEO presented for discussion and approval the Implementing Entity Agreement between the MCA-Armenia and the Armenian Roads Directorate State Non Commercial Organisation (SNCO). Since the original agreement text (in English) had been received from MCC the day before the GC session, it was not possible to get the full text translated and circulated to the GC members. Therefore, the Council decided to instruct the MCA-Armenia CEO to prepare the full ARD IEA package in Armenian and present to the GC approval by written consent by December 31, 2006.


Having concluded the business on the Agenda, the meeting adjourned.
