Emin Yeritsyan is a member of MCA-Armenia Stakeholders' Committee and represents civil society and stakeholder community in the Program.
Mr. Yeritsyan is the Board coordinator of Communities Association of Armenia. In 2003 he was elected as a Community Council of Paraqar Community. Since 2003 Emin Yeritsyan is the Head of Armenian delegation to the Congress of Local and Regional Authorities of the Council of Europe, as well as the Vice President of the Congress.

Mr. Yeritsyan's experience had always been connected with the civil society formation and development in Armenia, as well as integration of Armenia to international and European Institutions and human rights protection: Member of the Working Group of PRSP of RA (since 2005); President of Local Self-Government Fund of Armenia (since 1999); President of "Election Systems Center" NGO (since 1994), etc. His vast knowledge and experience in establishment and development of local self-government system in Armenia leads Mr. Yetistyan to promotion of training programs and lecturing activities and transfers new skills and knowledge to the representatives of local self-government organizations. He is the President of the founding Council of "Academy of Municipal Administration", Member of ENTO, and Representative of the Council of Europe to the Bureau of ENTO.
In 1994 Emin Yeristyan graduated from Yerevan State University, Faculty of Philosophy, Sociology and Psychology. Later he received a Master Degree from the Academy of State Management of RA, with the specialization in public administration and local government. He is the author of one monograph, more than 50 sociologic researches and numerous papers and has 5 published booklets.

Activities of the Communities Association of Armenian

Communities Association of Armenian (CAA) was established on December 1997, at the time when local self-government system was established in Armenia. CAA is a non-governmental Organization and is operation on volunteer bases. It is called to unite all the local government representatives and represents their rights and concerns in different levels of the Government and society of Armenia. The Association is a partner organization of the Government, National Assembly, President of RA, as well as Council of Europe and other European and international organizations. This cooperation ensures active participation in proposal elaboration for legislation modification and other events and their implementation process on local democracy issues.

The activities of CAA are completely associated with the activities and everyday work of Community leaders on different levels (village, city community), as well as Municipal Councilors and Local Administration staff members who implement their knowledge and skills to handle everyday issues of the cities and villages of Armenia.

Mission:

The mission of the CAA is to protect the rights of communities and local self-governing organizations, as well as to strengthen the ideas and concepts of local self governance and local democracy in national, regional levels and in the framework of European integration.

Goals:

- Support the implementation of European Charter on "Local self-governance" in Armenia;
- Assist to the realization of the principles on local self-governance defined by the Law on "Local Self-governance" of the RA and raise effectiveness of local self-governing bodies in dealing with community issues.

The Association is a member and is the representative of a number of respected international organizations, such as the Congress of Local and Regional Authorities of the Council of Europe, the Bureau of ENTO, Council of Europe's Congress of European Capital Cities.
